Packet Drop Strategies
Assumption is that guaranteed connections rarely drop any packets (due to admission control), but best-effort flows must deal with this
Similar characterizations as schedulers:
- degree of aggregation
- choice of drop priorities
- early or overloaded drop
- drop position
