- first normalize weights so that minimum weight is 1:
- use sum of normalized weights n as # custs
- C/n=16/16=1 -> alloc
- 7 extra to go to custs #3 and #4 (by weight)
- 7/3=2.3, so add (0,0,2.33,4.66)
- with (4,2,3.33,6.66), give #4’s excess to #3
- final allocation is (4, 2, 6, 4)
